ECA decision on working hours and dealing with the public

The Egyptian Competition Authority (ECA) issued several decisions in response of COVID measures to facilitate the process of dealing with concerned citizens, companies, law firms and any other relevant persons, by regulating the work during such period to be as follows:

First: Data and documents shall be submitted starting from 10 a.m. to 2 p.m..

Second: Reports shall be submitted to the ECA by contacting the latter on no. 0235351900, or by sending the report via e-mail of the ECA, which is: [email protected].

Third: Persons who submit notices with respect to the execution of the provisions of Article 6, paragraph two and Article 19 of Law No. 3/2005 on the Protection of Competition and the Prohibition of Monopolistic Practices and its amendments must consider the following:

  1. Obtaining a previous appointment for the submission of the data necessary for the notice, through the phone or sending such data via e-mail, both of which are mentioned above, along with notifying the ECA previously, through the phone or the e-mail, of the date of submission of such data.
  2. In relation to the notices submitted as per Article 19 of the Law, an explanatory note of the announced merger or acquisition procedure shall be submitted.
  3. In addition to the paper data, an electronic version of all the submitted data, must be submitted on a CD or Flash Memory.
  4. The ECA shall inform the submitter, as soon as possible, of any additional information that must be attached to the submitted data.

Fourth: Extending all the specified durations with respect to all the studies and matters proposed to the ECA; on a case by case basis, in compliance with the provisions of the Law on the Protection of Competition and its Executive Regulations.

Fifth: This decision shall become effective as of the date of its issuance and shall remain effective till the expiry of the curfew as stipulated in the Prime Minister’s Decision No. 768/2020.
