THE PRIME MINISTER REGULATES TRADE IN SOME STRATEGIC GOODS & IMPOSES FIXED PRICING

The Prime Minister issued Decree no. 17/2020 regulating the trade on some strategic goods during the covid-10 pandemic (list of the goods and their prices attached).Ā  Here are the main highlights of the Decree:

  1. Prices of the products shall not exceed the ceiling set by the decree and the seller shall post the prices in a place easily viewed by consumers.
  2. Sellers (mainly stores and pharmacies) are prohibited from withholding such products from the public under any pretext.
  3. Exception from the above, some products are prohibited from the sale in retail stores (such as ethanol with alcoholic concentration of more than 95%); whereas, other products are exclusively permitted to be sold to hospitals (such as 1liter bottles of 70%-alcoholic-ethanol).
  4. Any retailer, distributor or merchandiser possessing any of the products in the Decree shall notify the Health Affairs Unit in its jurisdiction.
  5. Any violation to the Decree is met with deterring punishments that can exacerbate to jail and a fine of EGP 5 million.
  6. The Decree is applicable ā€“ starting from today April 16, with exception to the application of the new prices (enforceable on April 18) ā€“ for three months (or a shorter period if determined by a further notice).
